On 02 September 1945, President Ho Chi Minh read the Declaration of Independence which gave birth to the Democratic Republic of Vietnam. From the earliest days of the people’s government, the importance of enforcement of policies and laws and the settlement of citizens’ complaints and denunciations was clear.
On the 23rd of November 1945, President Ho Chi Minh signed Order No. 64/SL on establishment of Special Inspection Committee, the predecessor of the Government Inspectorate (GI) and the Inspectorate system of Vietnam today.
Through its nearly 70 year history, GI and the Inspectorate system of Vietnam have evolved, with different names and different organizational models: Special Inspection Committee (1945-1949); Government Inspectorate Committee (1949 -1956); Government Central Inspection Board and ministerial and local and Inspection Boards (1956-1961); Government Central Inspection Committee and ministerial and local Inspection Committees (1961-1965); Ministerial and Sectoral Inspection Boards (1965-1968); Government Central Inspection Committee and ministerial and local and Inspection Boards (1969-1975); State Inspection Committee, ministerial and local Inspectorates and people’s inspection boards (1984-1990); State Inspectorate, ministerial and local Inspectorates and people’s inspection boards (1990-2004); Government Inspectorate, ministerial and local Inspectorates and people’s inspection boards (2005 – present).
